HOW A PAN AFRICAN PARLIAMENT BILL/RESOLUTION IS PASSED
AUF Proposal for Equitable, Speedy & Easy Parliamentary Procedures. This procedure below doesn't apply to private PAP members' bills that a sponsoring member doesn't want sent to committee first. See link above.
1. An item or a draft resolution is proposed by a member of the PAP, by a PAP committee, by public petition, by a state government, or by an African organization, for inclusion in the agenda of the PAP, or is held over from the previous year.
2. The item or draft resolution on agenda is assigned by the Rules Committee of the PAP to one of the Committees of the PAP;
3. The PAP approves the recommendations of the Rules Committee.
4. The assigned PAP committee/s discusses the item.
[a] Each committee member gives her/his views in a general statement;
[b] The committee may conduct public and expert hearings;
[c] Amendments are proposed.
5. A draft resolution is made if item was not a draft resolution
[a] The Committee votes on the draft resolution and amendments.
[b] If the draft resolution, as amended, is passed, the committee reports to the whole House;
[c] If the draft resolution is not passed, it is presented to the whole house without amendment by a sponsor in parliament.
6. The PAP discusses the report of the committee and its recommendation (which is the draft resolution which has passed in the Committee)
[a] Further statements by members may be made.
[b] Further amendments may be proposed.
7. The Whole House votes on the draft resolution, as amended.
