NEW ORGANIZATIONAL STRUCTURE OF THE AUF

The AUF General Council consists of the Board, the National Committee, and Parliamentary Caucus. The Executive Committee is the executive arm of the General Council.

The AUF National Committee is made up of delegates who represent members and voters, and it is chaired by the President of the AUF.
    
The AUF Board (combining the Council for Strategy and Policy Coordination, and the old Council of Advisors and Community Elders) is made up of no more than 9 Board members, and 6 candidate members. The chair of the Board is the General Secretary of the AUF.
    
The AUF Parliamentary Caucus is made up of the AUF members in the Pan African Parliament. The Chair of the Parliamentary Caucus is the Party Leader of the AUF.

The Board, National Committee, and PAP Caucus, each have an equal number of members on the Executive Committee. The Executive Committee has 3 (1 per organ) , or 6 (2 per organ), or a maximum of 9 (3 per GC organ) members only.

Each member of the Executive Committee has one vote, and should vote basing on the best interests of the AUF as a whole, in order to preserve its mission and integrity. However, the members of the committee should always strive for a consensus.

No member of the Executive Committee shall simultaneously hold offices in more than one of these bodies: the Board; National Committee; or the PAP caucus.

BRIEF OVERVIEW OF FUNCTIONS

General Council
The General Council is the the AUF's principal decision-making body for daily affairs.

Between or outside of AUF Conventions and Membership forums, the African Front is administered by the General Council.

Executive Committee
The Executive Committee coordinates the functions of the different branches of the General Council, and oversees the implementation of AUF policy and the execution of General Council decisions.

The full Executive Committee should consist of 9 (nine) members: 3 from the Parliament, 3 from the National Committee, and 3 from the PAP Caucus.

National Committee
The National Committee also decides important matters such as party's activities and policies. National Committee Delegates represent AUF members at convetions, oversees the welfare and proper representation of AUF members, organizes AUF conventions, recruitment of members, organizing and directing political, economic and cultural affairs, determines local budgets, proposes PAP legislation and makes AUF policy, and oversees campaigning, fundraising and mobilization of voters to support AUF parliamentary candidates.

The National Committee, also supports the AUF caucus activities in the PAP, holding discussions concerning the PAP's schedule and the handling of bills in the PAP.

Most AUF candidates for the next Parliament will be nominated from among members of the National Committee (specifically the most active members). Votes by the National Committee delegates determine the candidate placement on the AUF election list. The size of the National Committee is unlimited.

Board
The Board functions as the nominating committe of the AUF, as so nominates AUF candidates at Parliamentary elections, draws up the final list of AUF candidates, and confers and confirms the membership of PAP members who join the AUF.

The Board controls, manages and replaces the staffs, properties, and funds of the AUF, consistent with the Provisions (AUF Constitution). It also provides research services for the PAP Caucus and the National Committee, and provides advisers & experts to assist AUF members of the PAP to draft legislative bills, set the legislative agenda, and to get media coverage.

The Board may fill vacancies within itself by appointment, by a majority vote of the entire Board. People eligible to become AUF Board members include Past AUF Presidents, Past Vice-Presidents, and Past PAP-Caucus members.

People who have not served as leaders of the National Committee, or as members of the PAP Caucus, must become Candidate Members of the Board for at least one year, before they are eligible to serve as full Board members.

Parliamentary Caucus
The Caucus consists of AUF members who have seats in the Pan African Parliament. The Caucus deliberates and decides matters concerning the administration of the African Front and its activities in the PAP.

Caucus members discuss the issues that concern the AUF party, initiate strategies and develop policies to advance the goals of the AUF through legislation.

The Party Leader is the head of the AUF in the PAP. The Party Whip to caucus makes sure that AUF Caucus members are present in the session, and makes sure that they know what the order of business is so they can participate in debate or in voting.

Other Important AUF Organs
The Secretariat remains the name of the staffers and volunteers involved in assisting the General Secretary in the daily management of the AUF, including Public Relations, informing the public and AUF members about policies, and preparing AUF publications and websites. The International Bureau of the AUF will now be more distinct as an organ. It serves as the party's liaison with the African Diaspora, and with foreign organizations, and coordinates the AUF's diplomatic affairs.

A special category of Advisors has also been created for AUF members who provide valuable services to the AUF, but who may not be part of the AUF's governance structures, and who cannot vote in African elections.

All of the changes have been designed carefully in order to fit exactly within the parameters prescribed by the AUF Provisions. This means that the Constitution largely stays unchanged. However, some ranking AUF organizers are going to be reassigned in order fit in more appropriately with the new structures, offices, and responsibilities.
