WAR CRIMINAL TO DECIDE THE FUTURE OF AFRICAN UNITY

PRESIDENT Yoweri Museveni has been appointed by the African Union Assembly of Heads of State to head a committee to evaluate the viability of an all-Africa government. Museveni's nomination and appointment during the summit of the African Union heads of state in Abuja, Nigeria, earlier this week, was formulated by the Chair of the African Union Commission, Alpha Oumar Konare and Muammar Ghadaffi.
Not only is the Museveni Committee completely unnecessary, but it is designed to preempt the Pan African Parliament's constitutional prerogative to form a government. The committee should have been a parliamentary committee, and its existence now is in violation of every democratic and Pan African principle. It is duty of every fair-minded person to resist this monstrous imposition.
The Museveni Committee will purportedly consider cabinet positions, such as defence and foreign affairs, for the continent. After which, these cabinet positions will be assigned to the Commission, under Oumar Konare, so that the PAP will be made redundant, being unable to decide the mandate or fire the cabinet. Yet the PAP has a transparent resolution process and is better equiped to formulate a proper cabinet process. Such process, led by a dictator with the largest, and most useless, cabinet in the world, is ironic indeed.
Museveni’s committee, which includes unnamed officers of questinable constitutional skill, from Niger, Ethiopia, Chad, Botswana and Tunisia, reports back to the next AU summit in Khartoum in January 2006, just before Museveni is scheduled to illegally extend the length of his own presidency in the state of Uganda.
Oumar Konare, AU Commision chair and former president of Mali, has sought to make himself the President of Africa - in fact he already runs a "cabinet" within the Commission - making every effort to give the impression that the Pan African Parliament is a subsidiary of the AU Commission and not vice verse. The Pan African Parliament is being intentionally hampered in its ability to function, by the opportunism of Oumar Konare, in contravention of the Union Act, which specifically states that the AU Commission is the secretariat of the PAP, not the other way round.
Oumar had the audacity to propose assigning members of of the Pan African Parliament "job descriptions" so that they could "report" to his commission. After the AUF complained about this absurdity, and proposed to hurry-up the pace to create a Cabinet/Council of State to supercede the AU Commission, Konare's response is organize a monstrous process under the most notorious neocolonialist in Africa.
The choice to have Museveni as the person to decide Africa's future is extremely troubling.
This is the same Museveni who has been campaigning to discredit political unity. President Museveni’s claims that integration of Africa is unrealistic. He has said that having one government is an idea that has failed for nearly half a century, and in the last big speech before he was asked to head the committee, he stated... “We should debate whether the whole Africa can have one government and whether it is even desirable seriously and not emotionally.” He has made every effort to remind the summit of "the failed experiment", adding “We must avoid utopian prescriptions.”
Museveni has made no secret of his rationale for his opposition to the African government...apparently it is not that he wants to be "a big fish in a small pond", but rather that, “You need some degree of cultural homogeneity or at least compatibility,” he said.
Even at this late stage, with all the Pan African advances achieved in the last ten years, Museveni has refused to grasp the significance of the necessity for African political integration...clinging to unmeasurable intangibles about "cultural homogeneity" as a precondition for African unity. His universe has no place for cultural diversity.
Even more distressing is the fact that he is Africa's leading war monger, having triggered and mismanagened the Rwandan disaster that precipitated the 1994 Genocide. He unilaterally invaded the Congo on August 2, 1998, triggering the widest military disorders in Africa's history, plundered the Congo and repressed his own state for 20 years. This is the man that Alpha Konare has sponsored to decide the fate of Africa.
I am deeply disappointed by this turn of events. This hijack is just a creeping Coup D'etat. It is treason against Africa.
