AUF BOARD OF DIRECTORS: MANDATE & FUNCTIONS

The AUF Board of Directors one of the committees of the AUF General Council, and is constituted by 8 Voting (Full) Members, and 6 Non-Voting Associate (Candidate) Members. To view full list of Board members click: Board of Directors.

The AUF Board of Directors is a committee that oversees the ethics, ideology and historical records of the AUF. The Board also directs the AUF Special Control Executive. The AUF Board of Directors is the judiridical component of the AUF, the ideological repository of the AUF, and acts as the last internal court of appeal in the affairs of the AUF.

The AUF Board, also known as the AUF Council for Strategy and Policy Coordination, was created for the purpose of forming the AUF, and to initiate, develop and support the AUF’s decision making process. It acts as a catalyst for building the AUF policy and leadership structures. Ever since its initiation in 1996, the Board has been working on the process of building up the AUF’s decision support infrastructure, in addition to developing AUF membership.

In order to build the AUF, the Board was formed with the mandate to manage the creation of the AUF's key organs, to prepare a constitution, to recruit organizers, organize funding, to manage AUF strategic operations and do the work of all the other AUF organs until they became functional. When an AUF organ becomes functional the AUFCSPC ceases to function in the capacity of the new organ and passes on the responsibility. This allows for institutionalization of the AUF decision making processes.

The Board was also established with the long-term vision of providing institutional memory. So far the Board/AUFCSPC has achieved its basic goals of establishing the AUF and its core decision-making structures, and has also created channels for the local and international flow of information between AUF members and leaders.


STRUCTURE & OPERATIONS OF THE AUF-CSPC [the Board of Directors]

The Council advises the leaders of the AUF and, during an interregnum, acts as the executive authority of the AUF. The Council’s members are initially appointed by the founding leader of the AUF, and subsequently appointed, sustained in their posts, or replaced by a vote by two-thirds majority of the Council's members. The Council addresses, and is convened when, fundamental issues of legislation or major questions of policy must be considered.

The rights duties and obligations of the AUFCSPC are stipulated by Articles 8 and 9 of the AUF Document of Provisions. The Council also serves as the AUF's emergency arm for coordinating the policies among various AUF organs. The Council's central role is to foster collegiality among departments and the leaders of the AUF use the Council as a means of controlling and managing competing departments. It ensures that a satisfactory organizational structure exists for the flow of information and implementation of decisions.

The Council also provides institutional memory, provides dispute resolution and mediation services within the AUF, and provides ideological guidance for the AUF. The AUF avoids the problems and deficiencies of discontinuous administrative efforts by having a coordination system that allows for continuity and stability, and to reconcile paradiplomatic and operational commitments and requirements of the AUF. The AUF CSPC acquires analytical information from the various AUF sectors and departments that allows the General Secretary the best possible range of options for decision.     
    
The CSPC [Board] delegates its authority in order for the provision of timely, objective, and cogent intelligence to the AUF branches, and to the decision-makers and policy makers of the African Union. The council supports AUF policy and decisionmakers with the best possible information. It tries to warn policymakers and African leaders of impending crises, especially those that threaten the immediate interests and mission of the African Unification Front.
