AFRICAN UNION LEADERS DISCUSS CIVIL-MILITARY RELATIONS

The AUF is participating in a leadership seminar organised by the Africa Center for Strategic Studies. More than 100 top civilian and military leaders from the African Union are attending the Senior Leader Seminar (Beginning February 4th and ending on February 15th, 2002) at the Marriott Wardman Park Hotel, Washington, DC. The two-week program involves senior civilian officials, military officers, and civil society leaders from all over the African Union.

Invited participants include Amara Essy, General Secretary of the Secretariat of the African Union, Ibrahim Gambari Under Secretary General and Special Advisor to the UN Secretary General, Prof. Abdoulaye Bathily Vice President of the National Assembly, Republic of Senegal, and African military leaders including General Pancrace Brathier, Major General Ahmed Bousteila, Brigadier General J.O.J. Hengari, Brigadier General Claude Isadore, Colonel Kodio Lougue, Colonel Bi Poin Georges Guai and others. The AUF representative at the leadership seminar is Denham Ikemefuna Fassett. Ikemefuna is a member of the AUF Secretariat, and is also the AUF Director of Cultural Policy.

The Senior Leader Seminar is a rigorous academic and practical program in democratic civil-military relations, national and regional security studies, and defense economics and resource management. The seminar is a combination of provocative plenary sessions and small working group discussions. Plenary speakers include renowned scholars, diplomats and experts from the African Union, the United States, and Europe. The plenary serves to frame issues for later discussion in small working groups, which are comprised of approximately 15 participants. One African and one non-African expert of various disciplines and professional backgrounds facilitate these working group discussions under a strict non-attribution policy to promote open dialogue. All plenary presentations and working group discussions are conducted in both French and English with simultaneous interpretation.
