Time for African High Command -Addo-Kufuor
By Roselyn Osei Gyamfi
The time for the formation of an African High Command as envisaged by the late President of Ghana, Dr. Kwame Nkrrumah has arrived.
Such a command under the direction of the African Union could be deployed for peacekeeping operations in cases of armed conflict between two sister African countries.
The Minister of Defence, Dr. Kwame Addo-Kufuor, disclosed these when he was delivering a lecture to the Course 25 students of the Ghana Armed Forces Command and Staff College in Accra (Nov. 23, 2001).
The lecture, which was under the theme ‘ Implications of Ghana’s Defence Policy As Enshrined in the National Constitution’ aimed at enabling the students to understand how defence policies are formulated, promulgated and implemented.
An effective African High Command the minister said would not only help to reduce the military expenditures of individual member countries but could also help minimize intra-state conflicts and the numerous cross-border conflicts on the continent.
The people of Ghana he said regard the Ghana Armed Forces [GAF] not only as bulwarks against external threats, but also as major partners in the socio- economic development of the country.
Ghana’s national interests he said dwell on issues that are so important to the well being and security of the country.
The national interest also seeks to ensure the security of the sub region in particular and Africa in general he added.
He explained that the risks to vital national interests could be military, economic, regional or domestic and so our defence policy must take into account the necessary contingencies to address these threats.
