AUF POLICY ON LANGUAGE
OFFICIAL AND NATIONAL LANGUAGE LAWS
Under the AUF Policy African languages are the official languages of Africa and have equality of status and equal rights and privileges as to their use in all institutions of the Pan African Parliament and the African Union.
African language-speaking people should, without regard to their ethnic origin or first language learned, have equal opportunities to obtain employment in the institutions of the Parliament or Government anywhere in the African Union.
The Purpose of the AUF Language Policy is:
a) to ensure respect for African languages and ensure equality of status and equal rights and privileges as to their use in public institutions under a government of unification, in particular with respect to their use in parliamentary proceedings, in legislative and other instruments, in the administration of justice, in communicating with or providing services to the public and in carrying out the work of public and government institutions;
b) to ensure that African institutions provide a work environment that is conducive to the use of African languages;
c) to support the development of African minority communities and generally to advance the equality of status and use of the African languages within African society and internationally; and
d) to set out the powers, duties and functions of African institutions with respect to the African languages.
e) enumeration of the main areas where African language equality is respected: in Parliament, courts, and legislative instruments, in serving the public and within the All-African administration.
EMPLOYEMENT AND LANGUAGE RIGHTS
The AUF aims to establish an authority to co-ordinate African language development. The authority shall guarantee employees to work in the significant language of their choice in certain regions.
The AUF aims at ensuring equitable opportunity for employement and advancement for non-European and Non-Arabic language speaking Africans in government institutions. The AUF aims to ensure that the public service is representative of all language groups.
The AUF seeks to enhance the vitality of African language communities and to advance the status of African languages in African society and internationally.
AUF policy recognizes:
[1] that in Africa all African languages have equal status, rights and privileges as to their use in public institutions.
[2] that Africans have full and equal access to parliaments and laws and courts of Africa and the rights to be served by and communicate with the institutions of Parliament and the government in any African language.
[3] a commitment by the African Union to support the development of African language minorities.
[4] a commitment to work with provincial and state governments, business, labour and the voluntary sector in pursuing the equality of African languages in Africa and throughout the world.
