URGENT: OCT 2001
Dear All,
In the past couple of months, rumours and threats of war
between Uganda and Rwanda have been circulating. A war
between Uganda and Rwanda will cost millions of lives and
escalate the suffering and poverty in the Great Lakes
Region of the African Union.
Kigali and Kampala should cease and desist from making
threats to invade each other's territories. Hostile
rhetoric could lead to incidents and skirmishes. The
African Union should station peacekeeping monitors in
Kabale district (Uganda) and in Ruhengeri, Byumba, and
Kagera Park, as well as in the Garamba and the Virunga.
All access points along the Uganda-Rwanda-Congo borders
should be accessible to peacekeeping monitors all the time.
I would also like to see perhaps 10 to 20 analysts given
access to the military facilities along the Kasese-Mbarara
axis, along the Kabale-Fort Portal axis, and on major
roads between Kigali and Kampala. They would be able to
monitor military movements. I think that monitors should
have access to all bridges between Jinja and Pakwach and
Nimule, and all of the army traffic reports between Goma,
Gabiro and Kagitumba.
